Sen-Sgt Wayne Chatters, of Epping Traffic Management Unit, said the driver of the Nissan was believed to be driving erratically on Childs Rd before he turned into Plenty Rd.
It is also believed that the 18-year-old driver hit the cyclists as he used the emergency lane to overtake two cars.
Sen-Sgt Chatters said the driver would face further interviews when the full investigation was finished.
He said street drag racing was not involved.
``There was one car involved, the other two cars were innocent,’’ he said.
Ambulance Victoria spokeswoman Christine Paterson said the female cyclist was treated for a neck injury and other injuries at the Austin Hospital.
Her partner escaped with cuts and bruises. Both riders were wearing helmets.
Police are seeking the driver of a mid-'90s Commodore sedan seen leaving the scene of the accident.
